There does not appear to be a “site index” link to website/index.html

Do you mean a "return to home" link/image? Because all of the apache.org pages have an image on top that links straight back to the home page. I am not clear what the issue is.

It is not intuitive, because of the positioning of the image, that it is the link back to the home page. It just looks like a decorative bit of header material. If you hover the mouse cursor over it, the cursor does indeed change to a hand; however I would expect to see a tooltip at that point to tell me where a click would take me. Under the 'don't make me think' rubric, I have been working with user interfaces for a lot of years. If I had to raise a question before stumbling on this link, it suggests there is a problem with the visibility of the link. a
