Benchmark and evaluate cache-on-write for chunk storage

During receive-pack, the pack parser wants to seek through recently written chunks while resolving deltas. After HBASE-6114 it will be possible to specify per CF if blocks should be cached on write, we should benchmark and evaluate enabling cache-on-write for chunk, chunk info, and perhaps also object index storage.
