If Arduino wants to add the library to the Library Manager index, there is no need to make a new library. They only need to follow the well-documented procedure any library author would go through:

This issue is not about how to add the library to the Library Manager index. We know how to do that very well. The issue is about the question of whether Arduino wants to do that or not. There's no way you or I can answer that question.

If we did get a decision that it was desirable to add the library to the Library Manager index, it would be possible for you to help out by adding a library.properties file, but it would also be necessary to make a git tag and only someone with write permissions in the repository can do that.
