I dug a bit more on the web... I'm reporting here what I found, in case it may be useful for someone else.
The most recent OSS policy from NASA apparently is

- "SMD shall foster and encourage contributions and engagement with the open source community from all Federal employees, contractors, and grantees. This includes leveraging existing open source software and communities"
- "SMD should foster and encourage contributions and engagement with communities and organizations setting standards and best practices."
