what about .github/workflows/bounty-program-commands.yml

It will still be used until all Bounty Program rounds are concluded. It will be deleted via a separate PR later. |

This PR adds GitHub Actions workflow to allow Microgrant Team members to issue commands to the organization's global AsyncAPI bot related to the Microgrant Program, while at the same time preventing unauthorized users from misusing them.
