Outdated comments still get comment gutter icons

Description

In changed files tab in PR detail view, comment icons still show up in the gutter at the bottom of the filepatches that the outdated comments belong to. Clicking on the icons expands and highlights the outdated comment in the review dock.

Steps to Reproduce

1. Find PR with outdated comments
2. Open "Files" tab in PR detail in Atom
3. See that there are gutter decorations for outdated comments

Expected behavior:

No gutter decoration for outdated comments (consistent with in-editor behaviour).

Actual behavior:

There are gutter decorations for outdated comments.
