Dagger docker image lacks persistence

Since moving to Dagger last week #1065, our :latest image doesn't have proper persistence. My bad, I should have added some stuff to the docker build step.

Turns out Dagger doesn't support VOLUME yet: dagger/dagger#9998

But there is a workaround that I'll try.
