Availability of ARN OTEL Wrapper in ap-southeast-4

We want to use arn:aws:lambda:{$region}:901920570463:layer:aws-otel-java-wrapper-amd64-ver-1-32-0:3 in ap-southeast-4 in addition to the currently supported regions.

Describe the solution you'd like
Add the region ap-southeast-4 to the regions this layer is available in.

Describe alternatives you've considered
Building and maintaining a custom layer with the OTEL wrapper. We would prefer to avoid this if adding the extra region ap-southeast-4 is straightforward.

Additional context
We have confirmed with the AWS support that the ADOT layer is not currently available in ap-southeast-4, they suggested that raising an issue on this project may be a way to remedy this.
