quick start: deploy to an existing VPC scenario -failed

Steps:

1. VPC already created.
2. 4 subnets already created.
3. Using Deploy into an existing VPC. workflow

Various CFT status reasons:

• The following resource(s) failed to update: [AutoDetectSharedResources].

• The following resource(s) failed to create: [PreReqs].

• CloudFormation did not receive a response from your Custom Resource. Please check your logs for requestId [7b61d510-81cd-4ffb-9053-d957cedf9847]. If you are using the Python cfn-response module, you may need to update your Lambda function code so that CloudFormation can attach the updated version.

• Embedded stack arn:aws:cloudformation:us-west-2:188471332253:stack/vmware-tanzu-application-platform-west2-EKSQSStack-EB4LZ8Y3Y-AutoDetectSharedResources-14HCM8MD3K0WY/05078a90-2a1a-11ed-a9e5-0a019d5a36e9 was not successfully created: The following resource(s) failed to create: [PreReqs].

• Embedded stack arn:aws:cloudformation:us-west-2:188471332253:stack/vmware-tanzu-application-platform-west2-EKSQSStack-EB4LZ8Y3Y-AutoDetectSharedResources-14HCM8MD3K0WY/05078a90-2a1a-11ed-a9e5-0a019d5a36e9 was not successfully updated. Currently in UPDATE_FAILED with reason: The following resource(s) failed to create: [PreReqs].

Did you test bumping the EKS submodule to the latest?

I used the latest from the UI link. not from my private repo.

@tlindsay42, I have checkout the local repo & updated all git submodules. Still the same issue.
