Describe the Bug
An active REMIT restriction on an institution will prevent bulk upload from working.
Bulk upload logic looks for program and location match for an active restriction, with a REMIT restriction the program is NULL.

Some of this will be resolved by the updates coming to current restrictions that are built and to come. However, baseline behavior should be resolved.
