Describe the task
As a student user, I want to have "domestic" in front of tuition so that I know that it is only domestic tuition that qualifies according to policy.

Acceptance Criteria

• Add "domestic" to "This means you could have your domestic tuition..."

Additional context

• PTWP = Provincial Tuition Waiver Program
