BUG: 3.1: PY26/27: Min: FT: Student/Partner Declare: Missing StudentAid BC declaration and some financial questions #5954

Describe the Bug
Occurs in 2025/26 also
FT: StudentAidBC declaration and FT financial questions related to EI, income assistance etc are missing
PT: StudentAid BC declaration is missing
Ministry user requires the information so that they can make decisions on applications
Expected Behaviour
FT All questions from the student declare supporting information section for the partner is displayed in the Ministry user student declare section
StudentAid BC declaration section is not displayed (the checkbox is selected)
Actual Behaviour
Partial information is displayed for 2026/2027 FT apps

2025/2026 FT app: 2025001563 (expecting all the questions from the 2025/2026 partner information tab to be displayed for the student declare supporting information for 2026 - 2027)

Steps To Reproduce
2026/2027 FT application with student declare partner information on the partner information tab submitted (to see the questions that will be needed in a FT app)
2025/2026 FT application with student declare partner information submitted (partner profile and supporting information tab filled out)
Steps to reproduce the behaviour:
- Login to the ministry portal
- Search for the student that has the above both a FT 2025/2026 application and FT 2026/2027 application with
- Click "view" to access the student profile
- Select "applications" tab
- Select the 2025/2026 application
- Select "partner information tab"
- Note the responses to the full-time questions related to EI
- Return to the student's application page
- Select the 2026/2027 application
- Select the partner name in the left pane with "Student declared" subtitle
- Select the supporting information tab
- Note all the questions that are displayed
- Repeat for Partner declare
- Repeat with an edited app
- Repeat with a change request
- Repeat with a edited change request
