Bug - PT 24/25 Application Offering Selection

Description
On the 24/25 PT application, when selecting an offering there is an error that causes no offerings to be populated in the dropdown when there should be. This essentially pushes all 24/25 apps into PIR state when an institution has an active REMIT restriction. Similar to #5943

My recommendation would be to update our utility that setComponentValue to check the component and then set value.
