Move termcolor behind a feature flag #360

termcolor is a somewhat heavyweight dependency on Windows, since it indirectly ends up depending on winapi-rs.

Would it be possible to move termcolor behind a feature flag? One that is enabled by default.

I would be willing to contribute a PR for this
