Administrative improvements and clean-up for Calitp.org and MobiMart

Calitp.org and Mobimart have been in maintenance mode for some time, and require some minor administrative clean-up in order to ensure it has all the necessary supports. This ticket will house a number of sub-issues related to general administrative maintenance and minor upgrades.
