[Pagination] add scrolling behavior guidance

Acceptance criteria

• Add scrolling behavior guidance to the Pagination component --> Usage tab for what we recommend when there are a ton of pages in the pagination, and it's hard to view them all in the select open menu.
• This may just be cross-referencing the Select component Usage tabs section on "Scrolling behavior" to make sure that someone looking at Pagination has access to this information and can still find it. There is an issue open here to create that section on that page.
