CPS for chain growth problem as protocol upgrades increase throughput

When looking at https://github.com/cardano-foundation/CIPs/blob/master/CPS-0018/README.md and the working on #1078, we realized that substantial capacity increase like this will obviously result in way faster chain growth if the capacity is going to be utilized.

However, addressing this is not going to be a small feat and is arguably out of scope of (any) throughput increasing change to Cardano.

Hence, a CPS about the "chain growth problem" would be great to have.

@Ryun1 @perturbing @Crypto2099 I've assured @ch1bo in today's SPO / IO Marketing meeting (highlighting Leios & also including its CIP review) that we'll be keeping an eye out for relevant discussions on the CIP repository whenever this issue might come up. I'll retitle this discussion so "Chain growth problem" stands out to people skimming the titles.

Whenever it appears we have a connection, let's link the related GitHub comments here. I also think we might start to get quality CIP discussion on the Cardano Forum again — or might see the inevitability of chain growth discussed there by knowledgable devs & operators — and will also plan to link there whenever we get the opportunity.
