I haven't seen anyone talk about this before so I'd like to ask if there is a solid way to achieve something like this

The circled part is what I wanna recreate I know I have to use the DownloadHandler but how to create this bottom bar.

If you have a specific question related to IDownloadHandler then ask it here. It's really too broad a question for me to answer, much of it really isn't related to CefSharp. You can try asking on StackOverflow though I expect they'd ask you to ask a more clearly defined question as well.

If you are looking for some examples to copy then there are other projects that are using CefSharp. https://github.com/sharpbrowser/SharpBrowser give you some inspiration.
