document using the deployments feature for the Laconic console

console doc currently uses only deploy up rather than creating and using a deployment. The console.laconic.com is using a deployment and needs to be documented. This would document basic usage of the deployments feature

more importantly, update the docs/laconicd-with-console.md because port 9473 now gets randomized on deploy
