TODO to make this repo the main repo

Before we remove knife from chef/chef and make this the authoritative source, we need to have parity between the two repos. Here's a list of all the things I believe need to be done.

• Give relevant teams access to this repo
• fix the About
• Add unit/lint tests in GHA (happening in First pass at making this repo work #74)
• Add DCO tests in GHA (happening in First pass at making this repo work #74)
• Make verify pipeline match the platforms in chef/chef (happening in Updating the pipelines #83)
• Update copyright in this repo
• Make habitat-test BK repo public (all knife-related BK pipelines are public in chef/chef, so... either this should be rolled into verify like in chef/chef, or this should be a public pipeline if we want to keep it separate. But there's no private pipelines in chef/chef for knife, so unclear what this even is) (happening in Move habitat-test to public #84)
• Commit a Gemfile.lock (happening in First pass at making this repo work #74)
• Add a proper dependabot config (happening in First pass at making this repo work #74)
• Add editorconfig and other basic niceties (happening in First pass at making this repo work #74)
• Add labeler (happening in First pass at making this repo work #74)
• Add this repo to the list of repos to review in the weekly meeting
