[DCLS] Support Target Core Selection in Trace Dump

Having the ability to select which core to dump traces for can be a very helpful feature when debugging potential physical layout issues in pre and post silicon flows.

This issue is to scope and implement a feature request to enable support of core selection for trace dumps.
