Upgrade to Elasticsearch v8.18.3

Upgrades LME's install ansible playbooks and containers to upgrade to ES v8.18.2. This task also aims to update the Build an Upgrade GitHub action to account for new installer method.

I went straight to 9.0.2 so this ticket is no longer necessary.

We are not going to go to 9.0.2, so I am going to apply the updates to the installer from 9.0.2 to this version.

I am transferring the changes from the 9.0 branch to this one. Some of the scripts had updates.
