Investigate Defender licensing issue

💡 Summary

In the scenario where the tenant has SOME Defender for Office 365 licenses, but they are not applied to all users, ScubaGear cannot truly evaluate a Pass for the policies which require the license. Defender Plan 1 is a requirement for several ScubaGear checks.

Motivation and context

The policies listed below require a Defender for Office 365 license AND the license must be assigned to the users in the tenant. If the license is not assigned, the protections are not applied.

Implementation notes

In the Defender checks, modify the results to create a note stating that in order for MDO to apply to the users, the users must have at least MDO Plan 1 licensing applied.

Acceptance criteria

Update the Defender Mark Down to not the requirement of the Plan 1 licensing. Also, update the output of ScubaGear to provide the same information.
