Add documentation for the entire bootstrapping process.
Motivation
As it stands each directory contains a README that describes what to do for that particular account. However, there is no guide for the order of operations to bootstrap all the accounts since some of the accounts rely on others to exist. Just in case someone needed to do this from the ground up it would be good to have the entire process documented.
