Database recovery investigation

Issue description

We can currently recover our database via cloud.gov; however, it has limited backups. We should investigate how we could bring back data after a deletion/altering of a large amount of data.

Acceptance criteria

• Conduct research into the options for database recovery
• consider Evaluate clone-db workflow for breaking the cache_table in both stable and staging #3155 as it details the current drawback to our db backup to staging
• Come up with a plan
• Discuss your plan with a lead
• draft the plan in an RFC
• get feedback from a lead again and share with the dev team for comments and approval

Out of scope:
you don't need to make code/ PRs, a proof of concept is a nice-to-have but not a requirement
