Issue description

We can currently recover our database via cloud.gov; however, it has limited backups. We should investigate how we could bring back data after a deletion/altering of a large amount of data.

Acceptance criteria

Out of scope:
you don't need to make code/ PRs, a proof of concept is a nice-to-have but not a requirement

Note, per a meeting with Liz and I, we will not tackle this until later (likely post PoP).
