Connect "public contact" values for Registrant to actual registrant values

Sub-issue description

The "public contact" values for Registrant Organization, Registrant City, and Registrant State for all domains should reflect actual registrant inputs in our registrar.

Acceptance criteria

• The default value for a domain's Registrant Organization is that domain’s “agency” (if Federal) or “organization” (if non-federal)
• Registrant City and Registrant State defaults reflect the values in the registrar for a domain's city and state
• Write a script that updates all domain's Registrant Organization, Registrant City, and Registrant State values in alignment with the new defaults, and ensure they are not redacted in the registry

The outcome is that Registrant Organization, Registrant City, and Registrant State are connected to our org details (in org model and not).
