Issue description
As an analyst,
I want some healthy friction on the states a Submitted
domain can move to
So I don't accidentally approve a domain prematurely or in error
Currently, a domain can move from Submitted
to:
- "Approved"
- "In review"
- "Withdrawn".
Let's remove "Approved" and add "Ineligible" as the available options from "Submitted"
Acceptance criteria
- Update FSM code so that the available choices from
Submitted
are only "In review", "Ineligible", and "Withdrawn", in that order. - Tag Product to create an issue to update https://get.gov/help/domain-requests/#check-the-status-of-your-domain-request
- Let design know this is finished so they can update Re-create our .gov Domain Request & Domain Status Diagram in something #3890 (skipped-design label reflects that this artifact needs to be updated)
Additional context
This may be a dev/design issue, since I think the doc is probably Mural.
