Sub-issue description

We need to draft the content that should be sent when a domain is successfully renewed. Audience is domain managers, and org admins.

Acceptance criteria

• Use content in the Google doc here
• Email should be sent when a domain is successfully renewed
  • To all domain managers for that domain
  • To the org admins, for the portfolio that the domain is in
• Tag product once this is complete, to follow up with the user(s) who requested this, to let them know it's complete

Checkout send_templated_email in email.py as a starting point for understanding how we send emails.
