refactor to support updates to new ticket spec #4
Description
The e-mail ticket spec changes occasionally. See this page on pa1call.org .
Idea: part of the codebase should essentially model that spec, so that we can easily update HTML parsing and regex.
First order of business then would be updating to the 2019 spec.
