📝 Provide a description of the improvement

The Paste from Office feature retains heading levels where configuration allows. However, accessibility guidelines mean the default heading levels start at <h2>. If such a config is applied pasting a Word or Google doc will be converted to a paragraph instead.

Ideally the heading levels should be shifted down a level on paste if <h1> is not in use.

Such a request was also suggested in this comment on #2443.
