Remove 500 character minimum from Long Description

The 500 character minimum on Long Description is a major hurdle to people filling out the form. So far it seems to be the main deal breaker in form completion.

I'm going to make the unilateral decision to drop the character minimum from that field. I don't see any point of having one. Adding a publiccode.yml should not be a seventh grade English assignment.

Hi @ckingbailey, this is a good feedback also for us, thanks! From our point of view I believe it is necessary to set a high number of characters in order to have a nicer and more self explanatory catalog. However, I guess this is may be too much in your use case 😄
