Default filters disappear for Exposed Services and Clusters if you click out of admin area

Steps to Reproduce

1. Got to PluginPresets, Exposed Services and Clusters tabs. Notice on load, default filters are applied.
2. Now, click on "Compliance"
3. Go back to all of these tabs. Notice, in PluginPresets default filters remain. However, in Exposed Services and Clusters they dissapear.

Expected Behavior

Default filters should remain until removed
