Setup Reviewers and Block Merge #5
Description
As per ticket #4 we only want certain people to have control to review and merge to the data set.
See how to manage the team reviewers, there are two built in algorithms here to do either a round robin or balance the requests by the team. We may choose to initially filter the requests and have someone assign any appropriate reviewer needed such as a national focal point but these could eventually be scripted.
Main will need to be a protected branch to only allow set members of the team to merge.
