cc: stale link in CC upgrade docs

In this section, the "start an upgrade" link points to the 23.1 upgrade docs. I think this should point to the most recent release's upgrade docs. Also, at the beginning of the section, we probably don't want to list specific releases, as they're likely to get out of date quickly.
