Unclear on Dependencies and External Resource areas in the Explorer tab

I'm confused about the Dependencies and External Resources options that show up in the Explorer panel of the editor.

• If I load up a static HTML5 template, there is no dependencies or external resources options available in the explorer tab.
• If I load up a vanilla JavaScript template, the dependencies component shows up, but the external resources component does not.
• If I load up a Tailwind CSS template, both options are available.

What allows these two different features to become available for use? Are these things I can enable/disable at will? If so, where and how can I do that?

I like the ease with which you can import Google Fonts from the External Resources area, but I can't find a way to get that option available on a Static HTML5 template, and it makes me sad. I couldn't find anything in the documentation regarding this. Maybe I'm blind.
