Non apple silicon arm support ci

Currently the arm architechture is only covered by osx in the ci. In future (see GitHub Public Roadmap (view)) Github runners will be become available which run on Ampere Altra processor. Assuming this runner will be Ubuntu then we should be able to add Ubuntu arm coverage in the ci.
