newlib not available for xc16?

MPLAB has had issues compiling when using `#include <stdint.h>` , due to it not being able to find `stdint.h`

Do you have any idea why `xc16-gcc` doesn't have access to it? I'm assuming there is a specific version of `stdint.h` for xc16-gcc, and I cannot use the `stdint.h` from arm-none-eabi.
