This note in the Commerce 4.x → 5.x upgrade guide about Sales and Pricing Catalog availability doesn't make it clear that by "retaining access" to sales, you are also locked out of catalog pricing.
A similar clarification should probably appear on the Catalog Pricing Rules page itself.
