To support the needs of the Cosmetology search API, we will need to add the ability to query license records by license number, which will require a new GSI for license records which include the license number in the partition key.

This ticket involves designing the GSI and API contract to support searching by license number in addition to name and jurisdiction. It also includes implementing the API for the frontend to use.

@isabeleliassen As we are walking through the design to support public searching by license number and displaying the license numbers on the list view, this redesign will require extensive effort unless we can require that users must always provide either a license number OR the jurisdiction when using the public search (in other words they can't just search by profession and name). Will this be an acceptable requirement for the Cosmetology public search?

Given Cosmetology's funds, we'll most likely need to allow this requirement. Is something that they could change in the future, or would this be a permanent decision?

I confirmed with Leslie that we are good to move forward with this. Is it possible to still search just by last name as well?

@isabeleliassen This would not be a permanent decision, if they have the budget to enhance this in the future it would likely require moving the public search over to using the advanced OpenSearch setup, that would allow us to support almost any search pattern they want.

So to clarify, as part of this ticket, we are planning to support he following search patterns:
Always require searching by profession type in addition to the following

• search by license number
• search by license state
• search by license state and last name
• search by license state and last name and first name (last name must be included if searching by first name)

I want to confirm this meets client expectations before proceeding. Thanks
