Update documentation - deprecated operating systems due to glibc 2.31 / debian bullseye for better-sqlite3

Description

Moving to Node 22 with Electron 36 requires that we deprecate the Debian (Buster) build of better-sqlite3 in favor of Debian (Bullseye), which increases the minimum required version of Glibc to 2.31. Impacted OS include but are not limited to: Centos <= 8, RHEL <= 9, Debian <= 10
