[WORKFLOW] Windows Support

Add windows support to build.yml and also add a install.ps1 script similar to install.sh to be used in windows

This issue haven't fixed at the moment. I moved it to another branch :

The problem is that cargo isn't able to locate libgccjit in windows.
Also in another solution that is using cross that is a rust crate also problem is link.exe is missing on the linux and it cannot link it with another linker.

I just can say this issue would be pain in the ass for a while for me =)
