With right click you should be able to drop and move a ruler around on the rm.
Ideally it would be nice to support having multiple rules on a single map and on multiple maps. And To support rules during and after grabbing a tile. Could also do angle measurements and perhaps even provide a grid of some kind that can be resized, rotated and even warped.
