Modular plotting endpoints

Have two types of endpoints for plots:

1. data endpoint returns saved data for a given plot in json format
2. spec endpoint returns just the schema for a given plot type, with an optional parameter for data URL, the goal is to have the frontend update the source URL freely for different bed files, but the optional parameter lets the plot render without the frontend supplying the URL if provided
