Consider backing the RegionSet struct with a polars.DataFrame #206

I know we've discussed this at length for many years, but I just want to bring it back up... it might be worth backing our RegionSet struct with a polars::DataFrame since it just comes with so many niceties. Moreoever we can use their amazing query API to compute statistics like region width distribution, regions per chrom, etc
Just seems like a good idea. I know polars is quite heavy, but it seems like it would just be a good adoption.
