feat: merge distributed hash join filters

Merge completed producer reports only when their join mode is ready.
Partitioned joins wait for every planned task; collect-left joins may
publish the first completed build-side report.

    task 0: F0 --+
    task 1: F1 --+--> balanced OR --> merged F
    task 2: F2 --+
