Machine User Account

The machine-user account for VRO is named abd-vro-machine. This machine user account has been added to the VA's GitHub organization. The only concern is the VA may kick this account out since there's no va.gov email address associated with it.

This username will be seen in some GH Action workflow runs, e.g., for SecRel.
