International SMS - Add Philippines SMS Sender

User Story - Business Need

Our first known international SMS use case is for the Philippines. Use the new /country-codes endpoint to create a record for the Philippines, then create an SMS sender using that FK.

• Ticket is understood, and QA has been contacted (if the ticket has a QA label).

User Story(ies)

As a Service that currently sends to the Philippines
I want to continue being able to do so through VA Notify
So that I do not lose any functionality

Acceptance Criteria

• A new SMS sender exists with a Philippines number
• Description is set
• Country Code FK is the Philippines
• This work is added to the sprint review slide deck (key win bullet point and demo slide)

• Philippines number is provisioned
