User Story

Make focus and scroll consistent across pages

Background

• ensure that scroll to top and focus is correct for pages. Some pages get focused, but many pages keep scroll position and don't update focus
• most of the custom pages don't trigger any scroll to top
• headings should be focused on each page navigation
• look at scrollAndFocusTarget in the form config and see if we can make that work

ACs

• scrolling and focus works on all pages
• focus outline is present on all headers of pages
