What happened?

During RC testing for 2.41, I am seeing that in light mode only, bullet point icons have insufficient contrast with the dark blue background:

Confirmed that dark mode has white bullet points (aka sufficient contrast) and that this is new in this release. I'm guessing it was caused by the icon conversion (ticket 9779).

This issue was fixed in #9199. After @TKDickson brought up @Sparowhawk's PR, I was going to revert the commit I pushed to my PR that fixes this, but I forgot to do that. So the fix for this is develop now
