We have a details set on Billing and insurance pages, but there is nothing in it

To Reproduce

Steps to reproduce the behavior:

1. Go to 'https://prod.cms.va.gov/node/44645/edit'
2. Scroll down to "Cashier's office"
3. Expand it
4. Notice there is nothing there.

Additional context

Add any other context about the problem here. Reach out to the Product Managers to determine if it should be escalated as critical (prevents users from accomplishing their work with no known workaround and needs to be addressed within 2 business days).

AC / Expected behavior

It is unclear if there is supposed to be something there or not. I am not sure if the the details is no longer used, or if something is supposed to be there. We'll need some digging to figure out the intent.

• 19512 was sent back to Ready and Refined due to lack of Drupal capacity
• Since they share a PR, this ticket is in limbo until that one moves.
